Commissioner's Functions
- Review Function: The Communications Security Establishment (CSE) Commissioner provides independent review of CSE's activities to ensure compliance with the law and the protection of privacy of Canadians.
- Complaints Function: Any Canadian citizen or permanent resident of Canada (as defined in section 3 of the Citizenship Act) can file a complaint with the Commissioner concerning the lawfulness of the activities of the Communications Security Establishment (CSE).
- Public Interest Defence: The Security of Information Act prohibits anyone "permanently bound to secrecy*" from communicating or confirming "special operational information", which is defined to include information about the kinds of activities the Communications Security Establishment (CSE) lawfully undertakes.
