External Review Mechanism for Communications Security Establishment Announced

The Minister of National Defence, the Honourable David Collenette, today announced the appointment of the Honourable Claude Bisson as the Commissioner for the Communications Security Establishment (CSE).

"I am pleased to announce that the federal government has honoured its commitment to establish an external review mechanism for the CSE" said Minister Collenette.  "Mr. Bisson's extensive judicial and investigative experience makes him well-qualified to assume the responsibilities of this important and sensitive position.

The Commissioner's mandate is to review the operations of the CSE and attest to their compliance with the laws and the Constitution of Canada. The Commissioner will report annually on his findings to the Minister of National Defence, who will, in turn, report to Parliament.  To help fulfil his responsibilities, the Commissioner will have access to all documents related to the operations of the agency, and to the personnel of the CSE.

"As the Minister responsible for CSE, I am satisfied that CSE has an effective accountability structure, that it complies with the laws of Canada, and that it respects the privacy of Canadians" said Mr. Collenette.  "Appointing a Commissioner for CSE will allow me to offer the people of Canada further assurance that CSE fully respects the law."

The appointment is effective immediately.
